Construction professional with 20 plus years of potent experience in many facets of the industry from programming and design to construction and project close-out. Mr. Celestino received his bachelor of Construction Management degree from Colorado State University and his Master of Business Administration degree from Rice University. Solid leadership skills to prompt other professionals to meet and exceed established goals. Strong communication and interpersonal skills that are leveraged to develop effective relationships and industry networks. Great ability to collaborate across departments and with various stakeholders to formulate a unified plan. Excellent analytical and problem-solving skills. Proficiency in:

Contracting professional with almost two decades of experience as a Department of Defense Contracting Officer. Ms. Celestino earned her bachelor degree in business from Southwestern University, her Master of Business Administration from the University of Baltimore, and her Juris Doctor from the Catholic University of America Columbus School of Law. Ms. Celestino is a former Head of the Contracting Activity (HCA) and has an extensive depth and breadth of experience in all aspects of contract formation, administration, and close-out. Ms. Celestino currently serves as a LINCOLN board member providing contracting and business advice.
Robert Birrane, Government Relations Office
A former servicemember in the United States Marine Corps., Mr. Birrane has more than thirty years of experience as a Department of Defense logistician. He is a proven subject matter expert in solving complex, high-stakes logistical issues to include supply, schedule, and cost constraints. Mr. Birrane currently serves as a LINCOLN board member providing logistics and government relations advice.
